Mr Bisla described Musexpo as an “international music, media and technology conference”.
Musexpo now has conferences in the US, Europe, and the Asia-Pacific region.
Past events have attracted stars from American talk show host Larry King to former Red Hot Chili Peppers and Jane’s Addiction guitarist Dave Navarro.
But, while the celebrities may hit the headlines, Mr Bisla says the key players at Musexpo are the music industry executives who can make or break the careers of bands, promoters, managers and labels.
Mr Bisla said he hoped to attract the same calibre of stars and record executives to Liverpool.
He said: “The combination of Sound City and Musexpo will make the event much more impactful for everyone who attends.
“The calibre of artists that we can bring will be raised much higher. It makes it much easier for us to attract delegates.”
This year’s Liverpool Sound City music festival saw gigs by acts from The Zutons to chart-toppers White Lies.
The conference – called Starmakers, Chameleons, Mavericks and Svengalis – focused on the state of the music industry. It also saw the music business put “on trial” at St George’s Hall, with music industry figures quizzed in front of a jury of young musicians.
Dubai Sound City was held in November under the branding Sheikh, Rattle and Roll.
Mr Pichilingi said:
“By bringing Liverpool Sound City and Musexpo together, we have the opportunity to attract people who had never considered coming to Liverpool or the North of England before.
“It’s a huge step up in terms of industry presence. It’s a true coup for us to attract Musexpo.”
