North of city ‘is vital to Liverpool's future’

“North Liverpool’s future economic prospects will depend on the realisation of the regeneration potential of the area and its relationship to the economic strength of the city and the region,” the report states.

Cllr Fraenkel, who represents Kirkdale for Labour, said she was keen that the inquiry came up with realistic proposals instead of “vague ideas”.

“It’s clear that it is going to take up to 30 years because there are no immediate fixes. It takes time to make changes and for them to filter through.”

Cllr Malcolm Kennedy, also a fellow Kirkdale representative for Labour, said while the report did not have all the answers, its suggestions had cross-party support.

“There is a feeling that the south of the city has an overheated housing market.

“Economic development has not taken place in the north as it has in south Liverpool. I am always optimistic about north Liverpool.

“It starts from a poor state as it has a high concentration of deprivation on a national scale which is worse than most areas in the country.

“The overarching recommendation is that you can’t treat north Liverpool as being one mass, but you have to build on the strength of the communities.

“That’s why the Eldonians was such a success.”

The Eldonians, one of the country’s first housing co-operatives, was formed to create a lifeline for Vauxhall, battered by the closures of Tate and Lyle and the BAT tobacco factory.
