He restated that the Government would not cut investment as previous administrations had done during recessions, and pointed to the successful regeneration of Liverpool as a symbol of what could be achieved.
He also hailed the city’s tourist success over the past year, saying it was an example to the rest of the country.
"I think the whole country has looked to Liverpool and learnt from Liverpool," he said.
Culture Secretary Andy Burnham said: "The Government coming here at this particular moment in Liverpool’s history really does set the seal on what has been an outstanding triumph."
