ST HELENS Council was named 19th in the list of the top 20 councils by staff in a research survey.
The council was praised for its commitment to training and staff development, flexible working and job sharing in a survey compiled by The Times newspaper.
Vale Royal Council in Cheshire was named the best local authority to work for in the survey.
No other Merseyside council made the top list, based on asking workers how they were managed, feelings about colleagues, wellbeing and leadership.
Vale Royal was praised for the way chief executive Anne Bingham-Holmes dealt with staff.
