FRANK McKENNA, chairman of Downtown Liverpool in Business said last night: “Our information is that developers are already reluctant to seek permission for schemes that go above the 40% threshold because of what the council says is guidance.
“Saying it is guidance rather than policy is little comfort if consent is withheld. The acid test will come when a developer seeks the go-ahead on a scheme that includes more than the 40% limit on one-bedroom flats. Our belief is the word ‘guideline’ is used because it is a political wish, as opposed to something that can be controlled by planning law.”
