Twin authorities to replace county

CHESHIRE County Council is to be disbanded after 117 years and replaced with two new authorities.

The county council and six borough councils will cease to exist from April 2009, a written government announcement to Parliament revealed yesterday, bringing to an end months of waiting for a final decision.

Earlier in the year, the Government had said it was minded to approve the split county option creating two councils, covering East Cheshire on one hand, and Chester and Cheshire West on the other.

But, when the minister said two weeks ago that more time was needed to assess options, hopes were raised for some who have vigorously opposed the changes.

The decision by local government minister John Healey came under immediate attack from Labour MP Gwyneth Dunwoody.

The former minister, who represents Crewe and Nantwich, accused the Government of using a written statement to avoid questions.

She accused Communities Secretary Hazel Blears of cynical and “venal” decisions and of disrespecting voters’ wishes.

The Government says the new structure will save taxpayers £16m a year and improve services.

Mrs Dunwoody has vehemently opposed the plans, warning they will cost taxpayers £100m.

Mrs Dunwoody said: “I have rarely seen a decision like this taken with such cynicism and with so little respect of the interests of the average voter.”

Cheshire County Council leader Paul Findlow said it was a poor day for Cheshire and its council taxpayers”.

He added: “The Government has ignored its own criteria, and compelling financial evidence.

“Even so, assuming the Government’s proposal survives any remaining hurdles, we must then ensure a proper and efficient handover.”
