Carpenter Investments had been granted exclusive rights to work up their proposals in more detail after winning a competition and signing a contract with Wirral Council last year.
Their scheme has been subject to public consultation during 2008, with the original intention to seek planning permission towards the end of this year.
Carpenter Investments was co-founded by David Brewitt, owner and operator of the Hope Street Hotel, and Alan Beer, director of Beers Timber & Building Supplies.
They said their development would make a “significant contribution” to the regeneration of West Kirby, and would also improve links between the town centre and the waterfront.
