Kenny Dalglish, Liverpool manager at the time of Hillsborough, lit a candle on stage in dedication of their memory. Cllr Warren Bradley, leader of Liverpool council, called on footballing organisations the FA, Uefa and Fifa to listen to supporters about the game they love.
And Labour leader Joe Anderson made a passionate plea for those responsible for the disaster to unequivocally admit their role in the tragedy.
He said: “There has to be an acknowledgement that people were negligent, they all failed and totally innocent people lost their lives.
“Someone needs to say publicly, they got it wrong.”
Brian Anderson, who survived the Leppings Lane terraces but lost his father, Jack, 62, the second oldest victim of Hillsborough, said: “Twenty years passing has really got to people emotionally.
“The service got quite political, but the government has done nothing for us, it has never backed us up.
“The last couple of weeks have been so powerful.”
