It added: "The freedom of speech arguments that have been raised in the past by members simply do not attach themselves to statements of this nature."

The Board decided that Cllr Baldock’s comments about the Liberals had been made when she had been acting "as a representative of the Labour Party on the campaign trail, not a councillor."

Cllr Radford said the judgment further brought into question the point of the Standards Board.

He added: "What is the point when you have senior Labour spokeswomen writing vindictive comments when they should be setting a good example, and no action gets taken."Council leader Cllr Warren Bradley said: "‘The cut and thrust of politics’? I’ll have to remember that one."Cllr Baldock declined to comment.
