Local people told to trust council on Mersey Gateway toll discounts

OBJECTORS to a new tolled bridge over the River Mersey have been told to “take a general assurance” that a residents’ discount scheme will be introduced.
After questioning at yesterday's public inquiry into the Mersey Gateway Project, Inspector Alan Gray asked for further information on the proposed tolling regime.
He asked project director Steve Nicholson which geographical area might receive discounts and if low-income groups would benefit.
Mr Nicholson said: “We are asking residents and objectors to take a general assurance without being given the specifics, that's the best the council can offer.”
It followed questions on the discount scheme from environmental objector Prof Andrew Basden and Sandra Spruce, from Sutton Parish Council.
Halton Borough Council hope for a residents’ discount scheme and/or frequent user discount but can't make any guarantees.
Mr Nicholson said: “In the funding structure we are taking forward, we feel there is maximum opportunity for a discount scheme.
“For the bridge to be affordable we can't practically commit to the discount scheme, if we did that now we would end up paying a higher cost with everyone paying more as a result of the early commitment. It's not necessary, we're confident that the approach we're taking is the right one and assure discount options will be forthcoming.”
