But Mr Hesford continued to be critical of the authority’s approach.

Referring to the consultation process and meetings about the SAR, he said: “The council has had six months to understand what the criticisms are.”

But Ms Charteris insisted Mr Hesford stick to the evidence, adding: “Are you going to get to making your statement of case, or am I going to have to ask you to withdraw?”

Mr Hesford previously took a report to the Local Government Ombudsman asking for an investigation into the proposals, which was started but later dropped when the public inquiry was announced.
