Counsel for the HPC, Sophie Kemp, said: “He was a senior orthoptist and should have known what he was doing. These matters do impair his fitness to practise because they fall short of standards expected of an orthoptist and do raise concerns about his ability to practice safely.”
Mr Jones was dismissed in September, 2007, following an external review requested by the hospital and a disciplinary hearing.
Mr Jones had worked at the Trust since 1990.
The review looked at 50 random cases between January and March 2007, and found issues with almost all of them.
The action was prompted by a complaint from consultant ophthalmologist Carmel Noonan, in April, 2007.
She noted Mr Jones had failed to carry out the appropriate sight tests on a young child.
Mrs Noonan informed the HPC because she feared the hospital would not take action themselves.
She told the hearing she had made a complaint about Mr Jones in 1998, but it did not appear to have been dealt with.
A decision in the case is expected today.
