She said the Department for Culture, Media and Sport also had a copy of the draft report, but it would not be formally presented to Mr Bradshaw until she had received comments back.
She added: “I would therefore be grateful if you could assure absolute confidentiality of the report’s findings and conclusions at this stage.”
The inquiry was extended by three weeks after the council’s decision to revoke the library closures, and it is expected to be at least another two weeks before the report and Mr Bradshaw’s decision is released.
But a DCMS spokesman said last night: “There is even a chance it will be beyond that.”
The controversial closures were part of the council’s wider Strategic Asset Review (SAR) into all its assets with the aim of cutting costs.
Other elements of the SAR, including transfer of community centres to the control of local groups, are continuing.
