But Labour group spokesman for leisure and tourism, Cllr Steve Rotheram, said the idea was a “non-starter”.
He added: “It would have a damaging effect on the Arena’s ability to put the type of shows on that it does.
“There is a serious point here, but it’s about responsible drinking, not curtailing people’s liberty.
A council response to Cllr Clein’s question stated that “we have recently created new internal response teams and started a policy of zero tolerance as well as a range of other measures to ensure best practice, and as a result the number of complaints have halved.”
A spokesman for Merseyside Police said the force’s licensing team held regular meetings with Arena managers.
Tim Banfield, Arena general manager, added: “In constantly reviewing our services, we are mindful not to punish the overwhelming majority of concert-goers who exercise their right to enjoy an alcoholic drink as part of the concert experience.”
