The step is part of Liverpool’s out-of-hospital strategy, which aims to provide healthcare closer to people’s homes.
Some of the proposals have proved controversial, with critics claiming hospitals will suffer.
Nationally, the new health centres have been dubbed “super surgeries” and some fear the traditional relationship between GP and patient will be ruined. But the PCT said the steps are necessary to ensure residents can access care close to home.
Similar centres are planned across the city.
Planning permission has already been granted for a centre in Speke, and consultation taken place about centres in Anfield and Aigburth.
During the rebuild, library users would have to use other facilities, but those unable to do so could arrange for home delivery of books.
Ms Nugent added: “The consultation will be wide- ranging and will include a variety of people who may be affected.”
