However, Liverpool was among the best performers for lung cancer, where its one-year survival rate was 33.4%. The average was just 28.1%. Knowsley (32.6%), Sefton (32.4%) and Western Cheshire (33.8%) were also picked out for their high lung cancer survival figures, as were Warrington (97.6%) and Western Cheshire (97.6%) for breast cancer.
But Warrington was among the worst performers for both bowel cancer (67.9%) and lung cancer (26.1%). It also "underachieved" on its overall cancer death rates.
It is the first time local one-year survival rates have been published for the three deadliest forms of cancer, which together kill almost 63,000 people a year.
Liverpool primary care trust faces no punishment for being failed by the Care Quality Commission, which merely alerts trusts to problems.
