Affected businesses will be moved to the north side of Edge Lane.
The two-level car parks are also going to be hidden so they cannot be seen from the road.
Mr Gubay, who owned the Kwik Save supermarket chain, initially wanted to build a 1m sq ft retail park. But Mr Taylor says the company wants a retail, leisure and residential complex similar to the New Mersey Retail Park, which contains around 500,000 sq ft of retail space.

A positive decision on the central area and the future of the retail park not only enhances the city’s out-of-town retail offer, but will bring further benefits to residents, businesses and the city as a whole.”
ŠThe city council's executive member for assets and development,ŠCllrŠPeterŠMillea,Šsaid he was “very enamoured” by the proposals.
He said: “This would present a boost for east Liverpool in terms of improving the route into the city, the facilities available and the jobs for people.
ГBut there are issues that still have to be resolved. We want to see a show of faith from the developer. We want to see the grot-spots removed before any development takes place.
