“It’s never been free to cross the Mersey, whether it’s by ferry, bus or train there has always been a charge.
“If you don’t own a car, you would be automatically disadvantaged.
“In terms of commercial traffic movement, it is seen as a levy to do business in Wirral, which is why we have been vociferous in supporting the second crossing.
“The maintenance costs also have to be considered [£11m a year]. The last thing people would want is for them to be underfunded, or for it to be virtually impassable due to volume.
“It’s a very complex issue, and I have to look at the full picture as leader of Wirral Council.
“The tolls will be around for a long period of time.”
He said Wirral needed to up its game in terms of its retail offer so that shoppers were not tempted away to Liverpool One and Cheshire Oaks.
Conservative leader Cllr Jeff Green said: “I have not seen the report, but I will be seeking a copy to understand the points it is trying to drive at.
“All councillors from my experience want to do the best they can by local businesses.”
