Ticket fraud
A traffic warden in Baltimore has been suspended, accused of issuing up to 10,000 fake parking tickets.
In many cases, numbers or letters of number plates were switched around at random, causing someone to get a fine in the mail when their car was not at the specified location.
Police said victims would receive refunds after an investigation was completed.
