CHESTER were made to work hard for this National Three North League success which keeps them second placed in the table.
They made a good start with a Ross White try converted by Lloyd Hayes but paid for their indiscretions as Penrith landed four penalties to one by Hayes to make it 10-12 at the break.
Peter Rees got over for Chester four minutes after the break with Hayes adding the extras but Penrith refused to lie down and hit back with an unconverted try to level things out.
Chester finished the stronger and went clear as Marcus Lyon and Rees breached the Penrith defence and Hayes kept the scoreboard ticking with a conversion and two penalties to claim the Man of the Match award.
