Everton thought Rovers should have been reduced to 10 men when Kieran Agard forced his way through and was pulled back by Jordan Ramm, but referee Mr Bristow only gave the defender a yellow card.
Centre-backs Shane Duffy and Shkodran Mustafi both went close with headers and substitute Lewis Codling was also unlucky on a couple of occasions.
Blackburn defender Ramm did eventually see red for a second yellow card late on.
