He said many people within Kirkby, including “socially excluded groups”, needed access to a large supermarket, and told the inquiry: “Without a substantial intervention Kirkby town centre will continue to under perform and will continue to decline.
“It will only be used out of necessity by less affluent and less mobile local residents.
He added: “The reality of the last three decades is that there has been no meaningful investment attracted to Kirkby town centre despite the council’s efforts.
“Even though there was an existing superstore permission the investor market clearly did not perceive Kirkby as a viable investment proposition until the current proposal.”
