Assistant planning inspector Andrew Pykett asked if a planning penalty like this had been tried at any other stadium. Mr Ellis said it would be a first.
Mr Pykett said: “That would make this scheme a trailblazer in its efforts to bring a big traffic generator into a more sustainable model. But how will the council enforce it?”
Mr Ellis said: “All the targets we’re setting are going to be about providing more opportunities for people to use other means of transport rather than restricting car use.”
