Mr Nutter has argued, along with many of the scheme’s detractors, that the scale, impact and design of the shopping centre planned for Kirkby is out of step with the regional guidance.
Mr Barratt said: “This has been the point you have pursued with evangelical zeal. You’ve argued it is utterly unacceptable.
“But this is broadly acceptable, isn’t it?”
Mr Nutter remained unconvinced and read out the following paragraph in Mr Entwistle’s letter.
He said: “However, it is important that any proposals should be consistent with the scale and function of the (town) and not undermine any other (town or suburb).”
Skelmersdale, St Helens, Bootle and even Huyton were undermined by the massive scale of the scheme, he argued.

LIVERPOOL City Council’s commercial expert admitted that he had made an error by considering Everton FC’s stadium as a 60,000-seater.
Mark McVicar, in his evidence to the inquiry on Thursday, said his estimated cost per seat was wrong, as he had carried out an exercise on a stadium with 60,000 seats, as opposed to 50,000.
His case against the Destination Kirkby bid is based on the size of the accompanying retail development.
He argued that the structure of the stadium would be built to accommodate 60,000 seats at some later date and this would be more expensive than building a stadium with smaller ultimate capacity of 50,000.
This extra expense meant that the cross subsidy from the retail development needed to be larger and therefore more shops needed to be built than needs be.
