Cllr Rotheram said: “I am delighted, as Liverpool’s first citizen, to be able to recommend to the council this list of organisations and individuals who have contributed so much to this city and continue to make immense contributions to our communities.”
Council leader Cllr Warren Bradley said: “There are very many individuals and organisations in this city whose efforts deserve recognition, but I am sure there will be widespread agreement that all those who are being recommended for the city’s highest honours are very worthy recipients.”
Mr Brown, also born in Toxteth, has been involved in the provision of education since the 1970s.
He was appointed principal of the Community College in 1991 where, under his leadership, it was transformed into one of the largest in the Further Education Sector, with up to 26,000 students, and gaining prestigious beacon status.
Mrs Dalglish, wife of football legend Kenny, launched the Marina Dalglish Appeal in 2004, after fighting breast cancer, to raise money to fund a chemotherapy centre at Fazakerley Hospital.
The appeal raised successfully reached its target of raising £1.5m, and the Centre for Oncology at University Hospital, Aintree, opened in 2007.
Sir Joe, former chairman of regeneration agency Liverpool Vision, will receive the honour for in recognition of his outstanding contributions to the city’s urban regeneration. He was recently appointed Deputy Lord Lieutenant of Merseyside.
Rev John Williams will be honoured for his “outstanding contribution to the community as honorary assistant priest, Liverpool Parish Church”.
He is to retire after from the Parish Church in May after more than 25 years’ service, as lecturer and chaplain in the Regional School of Art in the city and also as chaplain to the Forces, spending almost 30 years as a Royal Naval chaplain in HMS Eaglet and the Royal Naval HQ Northern England – 10 years of which were serving as chaplain to the Royal Corps of England.
