The timescale for building work at Hillsborough is not finalised and is dependent on the arrival of various grants and funding.
Club officials are hopeful the first activity could be before Christmas with redevelopment continuing throughout the 2010-2011 playing season.
A club spokesman said: “Phase One is focused on the West Stand, the former Leppings Lane, which, I think, will be welcomed by all.
“All around the ground, the pillars will go. This revamp will be a massive boost with everyone.
“The discussions with the families of those who lost their lives are always ongoing. We have full respect for them and remain willing to take calls.”
Sheffield Wednesday’s South Stand was restructured ahead of the Euro 96 football tournament in England.
The current revamp has an eye on England’s World Cup bid in 2018 with the club hoping it will be one of the stadia selected.
Sheila Coleman, Hillsborough Justice Campaign spokeswoman, said: “This is an opportunity for Sheffield Wednesday to mark, in some way, the tragedy.
“This is a chance to remind people, in the form of a memorial or plaque, what happened in 1989.”
