Other commitments include plans to increase the annual number of airport passengers by 600,000 to 6.4m.
It is hoped the number of jobs will rise from 233,000 to 240,000, while mortality and truancy rates will be curbed.
The plan will be delivered by Liverpool First, made up of more than 50 organisations, including the council and emergency services.
The Liverpool First board will help to co-ordinate initiatives undertaken by individual bodies and will be responsible for evaluating and tracking progress against the LAA’s stated aims.
Liverpool Council leader Warren Bradley, who chairs Liverpool First, said: “The LAA is an impor-tant tool for us to drive forward improvements across the city which will make a real difference to people’s lives.
“This is about actions, not words, and will help us to build on the pride of the city.”
The aim of the document is to make sure everyone in the city benefits from the expan-ded economic, educational and cultural opportunities driven by regeneration and Capital of Culture. All cities in the UK are required to set up LAAs, and Liverpool’s has been singled out for praise by government.
